On-site contractors doing test execution only. Any ideas for creating incentives for efficiency w/o sacrificicing thoroughness?

It is a time and materials contract.  I wish to add financial incentives for time, but I'm worried that this will cause people to rush the execution to make the bonus deadline.  Besides setting a realistic deadline, I'm trying to think of a way to add a component that will speak to the quality of the test run.

You might do a bonus for schedule/cost, but you might also try management by walking around and listening, what the japanese call "going to the gemba." Take a real interest in how the work is doing, on-site, 4+ hours a day, and performance will improve.
